Biography
Joni Walser joined the Carolina Law faculty in 2020 as adjunct professor of tax law. She has also been an adjunct professor at Georgetown University Law Center. She teaches international taxation and advises students on research projects and careers in tax.
She is retired from the General Electric Company, where she served as Senior Tax Counsel, specializing in global tax planning and compliance and interacting with tax authorities worldwide. Prior to joining GE she served as law clerk to the Honorable J. Dickson Phillips on the U.S. Court of Appeals for the Fourth Circuit, was an associate at Ropes & Gray in Boston, Massachusetts, a partner at Caplin & Drysdale in Washington, D.C., and Associate International Tax Counsel at the US Department of Treasury, where she negotiated bilateral income tax treaties, developed U.S. international tax policies, and drafted tax statutes and regulations.
Professor Walser was a Morehead Fellow at Carolina Law, from which she received her JD with highest honors in 1986. She was a member of Order of the Coif and Associate Articles Editor on the NC Law Review, publishing student notes on issues having to do with city annexation and utilities regulation. During her career she published two articles on international tax: The Concept of Beneficial Ownership in the OECD Model Convention (paper presented at October 1998 Congress of the International Fiscal Association) and Encore Une Fois: Check-the-Box on the International Stage, 53 Tax Notes International (July 7, 1997) (co-authored with Robert E. Culbertson).
